Аннотация:
В статье предлагается новый взгляд на социокультурное определение миграции. Автор анализирует различные стратегии, с помощью которых страны ОЭСР, проявляя политическую волю, решают данную проблему. Исследование показало, что первым этапом должно стать построение более совершенной системы миграционного учета, который в полной мере охватит туристов, студентов и квалифицированную трудовую силу (отток которой носит название «утечки мозгов»). Тем не менее, миграция в экономическом смысле связана лишь с пересечением государственной границы, тогда как сообщества-реципиенты огорожены невидимыми человеческим глазом ценностными рубежами. Поэтому предлагается новый взгляд на отношение политических институтов к этому понятию. Выводы данной статьи могут быть применены при измерении качественных последствий миграции.

Abstract:
The article offers a new look at the sociocultural definition of migration. The author analyzes various strategies by which the OECD countries, showing political will, solve the problem of migration. The study showed that the first step should be the construction of a more perfect system of migration registration, which will fully cover tourists, students and skilled labor (the outflow of which is called "brain drain"). Nevertheless, migration in the economic sense is only associated with crossing the state border, while communities, the penetration of which is interpreted as migration, are surrounded by value lines invisible to the human eye. Therefore, the study offers a new look at both the sociocultural definition of migration and the attitude of political institutions towards this concept. The findings of this article can be applied in measuring the socio-cultural effects of migration.
