Comparative analysis of Western models of digital democracy and the Russian way: the cases of Great Britain, Australia, Canada, the USA, and Russia

Abstract:
Digitalization is an integral phenomenon of our time, and integrating information technology into public administration processes is one of the most urgent tasks for governments worldwide. The article aims to address the identified gap in scientific knowledge regarding the absence of an integrated approach to comparing the Anglo-Saxon model of digital democracy and the Russian approach to building a digital state. The key research methods employed were comparative analysis, the case study method, and secondary analysis of statistical data. The article presents the results of a comparative study of the implementation of e-government in Russia, the United States, Canada, Australia, and the United Kingdom. The research confirmed the thesis that countries with a common Anglo-Saxon legal and cultural-historical heritage have similar approaches to implementing the e-government concept. Additionally, the strengths and weaknesses of the Russian model of the digital state stand out against the background of countries with the Anglo-Saxon model of digital democracy. The article may be of interest to decision-makers responsible for implementing digital transformation and to readers who want to expand their knowledge of e-government and the use of modern digital technologies in public administration.
