Approaches to the development of human capital management models in Russia based on the interregional balance methodology

Abstract:
The article presents the results of a study devoted to the consideration of approaches to the development of human capital management models in Russian regions based on the author's methodology of interregional balance. The authors proposed to evaluate the effectiveness of human capital management based on the balance of its accumulation and use indicators, as well as on compliance with the average Russian values of regional indicators of the cost of human capital unit and the level of technological development. The results of the interregional balance calculation obtained earlier by the authors allowed to identify the basic scenarios of human capital balance in the regional context. The selected scenarios form the basis for the development of management models, which, according to the authors, should be based on the general approaches outlined in the study. The results obtained have theoretical and applied significance. The theoretical significance lies in the expansion of the methodological apparatus for the development of human capital management models at the regional and federal levels. The classification of regions carried out by the authors according to development scenarios is of practical importance. It can be used by the authorities when developing programs for the socio-economic development of territories.
