Abstract:
The article attempts to identify stakeholders interested in developing a regional industrial policy. Was shown that in Russian theory and practice is absent consensus on the interpretation of the Federal Law No. 488-FZ «On industrial policy» provisions concerning the subjects of industrial policy. Gave a comparison of approaches to stakeholders’ definition and description of their activities. Concluded that generally researchers focusing not on the description of their activities, but on the requirements for it, without explaining how it can be implemented at different levels of economic organization.
It is necessary to overrunning the common notion to the working-out of industrial policy through indicators and shifting the emphasis on methods of its development by applying collective thought activity of stakeholders. A platform for stage the interaction of all participants — organizational and activity game, where on the project basis it is possible to determine the broad outline of regional industrial policy. Were addressed the methodological issues of stakeholders’ purposeful interaction or-ganization in the developing of regional industrial policy: positional stratification of the policy’s subjects, structural-functional scheme of organizational and activity game for the regional industrial policy’s working-out.

Highlights:
- • Федеральный закон Российской Федерации от 31 декабря 2014 г. № 488-ФЗ «О промышленной политике в Российской Федерации» является рамочным для регионального законодательства в сфере промышленности и имеет ряд недостатков.
- • В российской теории и практике отсутствует единое мнение по поводу толковании его положений, касающихся субъектов промышленной политики.
- • По мнению автора статьи, по-прежнему практически не обсуждаются следующие вопросы: какие группы заинтересованы в промышленной политике региона; кто и как будет развивать эту политику на разных уровнях экономики.
- • Проведено сравнение подходов к определению субъектов промышленной политики и описанию их деятельности, представленных в работах российских исследователей. Сделан вывод, что как правило, делается акцент не на описание деятельности субъектов промышленной политики, а требований к ней, без пояснений как ее можно осуществить на разных уровнях организации хозяйства.
- • Предложен авторский перечень субъектов региональной промышленной политики, коорый обусловлен необходимостью обеспечения согласования темпов процессов производства, обращения, потребления, финансирования и др. Он включает минимум 15 позиций.
- • При помощи метода позиционной стратификации, субъекты региональной промышленной политики были сгруппированы по 6 позициям: власти, финансового сектора, инновационная, позиция бизнеса, потребителей и общества.
- • Площадка, на которой представляется возможным организовать взаимодействие всех субъектов — организационно-деятельностная игра, где на проектной основе возможно определение основных контуров региональной промышленной политики.
- • Предложена структурно-функциональная схема организационно-деятель-ностной игры для обеспечения взаимодействия всех участников игры.
