Abstract:
The article examines the problem of inconsistency of approaches to rationing employees' salaries at territorial network organizations in the labor market under regulatory restrictions.
Currently, the salary fund is normalized and does not correspond to the current economic situation, which leads to a contradiction between the need to attract highly qualified personnel and regulatory restrictions. One of the possible solutions proposed is the rejection of direct rationing of wage coefficients. The authors propose a model of flexible tariff coefficient based on factor determination, which takes into account market parameters while maintaining transparent mechanisms of regulatory restrictions. The proposed approach makes it possible to determine labor costs both for the reference regulatory principle and for the determination of savings in the implementation of updated regulatory methods.
