Abstract:
Personnel potential of housing and communal complex formed under conditions of constant budget deficits, which were caused by the practice of residual financing of social services. Despite the consistent implementation of reforms one can observe a low culture of municipal public services almost everywhere. What are the ways to solve this problem? This will be discussed in the article.
