Abstract:
In the article modern tendencies of introduction in agrarian and industrial complex are considered. Factors influencing innovative development in the agroindustrial complex have been revealed. The demand for new technologies by business entities of the agroindustrial complex has been studied. The main measures to ensure the innovative development of the agro-industrial complex of the Russian Federation are proposed. The purpose of the article is to study innovations and scientific and technical progress in the agroindustrial complex and agriculture. Methodology. In the article, in the methodological aspect, modern theories of market economy, development and regulation were used; methods of structural and functional analysis and systems approach, groupings, graphical and tabular methods, a system of economic laws and scientific assumptions.
Results. Proposed measures to ensure innovative development of the agro-industrial complex of the Russian Federation include: improving the legislative framework at the federal level; the development of regional programs for innovative development, the organization of ICS and other structures of innovative development, as well as the support of innovative enterprises and individual projects at the municipal level. Conclusions / significance. Improving the regulatory framework of the innovation process in the agro-industrial complex should include mechanisms based on a number of bills, the adoption of which will contribute to the scientific and technological development of the industry. The status of selection centers, whose support is prescribed in the State Program for the Development of Agriculture, is needed in the normative consolidation. It is necessary, in particular, to legislatively establish that such centers are formed at scientific institutions or (in extreme cases) scientific institutions have the unconditional right to participate in their activities. This will create a reliable legal basis for the dissemination of domestic breeding achievements.
