Аннотация:
Статья посвящена исследованию научно-практической проблемы развития производственной инфраструктуры, обеспечивающей устойчивое сбалансированное экономическое развитие страны, что обосновывает необходимость его достижения при эффективной организации элементов данной инфраструктуры. Данная статья будет интересна органам управления строительством производственной инфраструктуры как в министерствах, координирующих развитие реального сектора экономики (министерство экономики, министерство энергетики, Государственной Нефтяной Компании Азербайджанской республики и т.д.) так и конкретным департаментам логистики и снабжения предприятий различных отраслей.
Цель статьи заключается в определении современного содержания понятия «производственная инфраструктура», а также в изучении особенностей организации производственной инфраструктуры национальной экономики в современных условиях. Для достижения цели выполнены следующие задачи: проведен анализ современных подходов к понятию «производственная инфраструктура» и «инфраструктура» теоретико-методологические и прикладные основы, предложены пути эффективной организации элементов производственной инфраструктуры, дано авторское понимание производственной инфраструктуры как экономической категории, раскрыты этапы процесса хозяйственного оборота инфраструктурных услуг. В статье применялась методология диалектического метода научного познания; системный и структурный методы применялись во время анализа сущности производственной инфраструктуры, позволяющие определить роль и значение производственной инфраструктуры в современных условиях. Научная новизна заключается в определении современных целей и задач элементов производственной инфраструктуры в Азербайджане, применении комплексного подхода, определении конкретных направлений воздействия производственной инфраструктуры на развитие эффективного национального производства. В связи с последним направлением исследования нами впервые предложен к использованию в процессе оценки эффективности организации производственной инфраструктуры индекс эластичности производственной инфраструктуры. Данные исследования позволили прийти к выводам об этапах развития производственной инфраструктуры, взаимосвязи производственной инфраструктуры и процесса диверсификации национальной экономики. Практическое значение исследования заключается в применении положений теоретического анализа сущности производственной инфраструктуры и определении степени ее воздействия на процесс диверсификации отраслевых производств как в регионах, так и в целом по стране.

Abstract:
The article is devoted to the study of the scientific and practical problems of the development of the production infrastructure that ensures sustainable balanced economic development of the country, which justifies the need to achieve it with the effective organization of the elements of this infrastructure. This article will be of interest to the management bodies for the construction of production infrastructure in the ministries coordinating the development of the real sector of the economy (the Ministry of Economy, the Ministry of Energy, the State Oil Company of the Azerbaijan Republic, etc.) and specific logistics and supply departments of enterprises of various industries.
The purpose of the article is to determine the modern content of the concept of “production infrastructure”, as well as to study the characteristics of the organization of the production infrastructure of the national economy in modern conditions. To achieve the goal, the following tasks were carried out: an analysis of modern approaches to the concept of “production infrastructure” and “infrastructure”, theoretical, methodological and applied foundations, ways of efficiently organizing the elements of the industrial infrastructure were proposed, the author’s understanding of the industrial infrastructure as an economic category was given, the stages of the economic turnover were disclosed infrastructure services. The article used the methodology of the dialectical method of scientific knowledge; systemic and structural methods were used during the analysis of the essence of the production infrastructure, allowing to determine the role and importance of the production infrastructure in modern conditions. The scientific novelty consists of determination of the modern goals and objectives of the elements of the production infrastructure in Azerbaijan, application of integrated approach, and identification of the specific areas of the impact of the production infrastructure on the development of effective national production.
In connection with the last direction of the study, for the first time we proposed to use the elasticity index of the production infrastructure in the process of evaluating the effectiveness of the organization of the production infrastructure. These studies have led to conclusions about the stages of development of the production infrastructure, the relationship of the production infrastructure and the process of diversification of the national economy. The practical significance of the study is to apply the provisions of the theoretical analysis of the essence of the production infrastructure and determine the extent of its impact on the process of diversification of industry production both in the regions and in the country as a whole.
