Abstract:
The article outlines methodological approaches to utilization of modern tools for improving the personnel management system of an innovative enterprise. The ability of personnel to perceive and use new knowledge for the implementation of innovative activities largely determine the innovative capabilities of enterprises and, first of all, organizational and managerial innovations. Understanding this aspect in personnel management leads to the need to assess the knowledge, skills and competencies of the staff, as well as the identification of the needs for its development.
In this connection, the article analyzes the role of organizational and managerial innovations in the innovative development of an industrial enterprise, which form the ability to create and maintain organizational mechanisms for the distribution and reproduction of resources for the formation and retention of competitive advantages.
An analysis is made of the relationship between the implementation of information and communication technologies (ICT) and management. ICT contributes to innovation due to the fact that many aspects of the innovation process are moderators. However, the possession of ICT in itself is not a source of competitive advantage. The formation of an innovative effect is facilitated by the combination of organizational assets and skills in application to the developed technologies.
Approaches to the choice of areas for personnel development for organizational and managerial innovations based on staff benchmarking are evaluated. Features of innovative benchmarking and its use for providing organizational and managerial innovations are considered. Methodical recommendations for developing metrics for personnel benchmarking based on modern management concepts are proposed. The system of metrics for assessing the achievement of the goal of organizational and managerial innovation is presented - the development of information competencies of personnel.
