Development of non-standard forms of employment as a vector of optimization of the regional labor market

Abstract:
Today the task of scientifically based forecasting of the directions of social and economic development of Russian regions is one of the most urgent. The article describes the approaches suggested by the author to strategic planning of trends and parameters of the regional labor market by the example of the Voronezh region. We identified goals, tasks and directions of measures to optimize the labor market in the framework of regional strategic planning until 2035. We found that such optimization should occur, first of all, through a change in the employment paradigm. The analysis of statistical and sociological data done by the author confirmed that the development of a flexible, efficiently functioning labor market should be the long-term goal of regional policy. In this regard the development of non-standard forms of employment is a promising direction. The author classifies these forms and assesses the prospects for their implementation. We identified the projected results of the implementation of the proposed measures for the development of the labor market in the Voronezh region.
