Abstract:
The article is dedicated to the problem of assessing performance of the infrastructural support system of small- and medium-sized business. The problem is relevant due to the necessity of formation of the infrastructure securing active growth of entrepreneurship in Russia in the present period. In the article, a lot of attention is paid to the analysis of the existing approaches to the assessment methods, which has enabled to identify their advantages and disadvantages. One of the major deficiencies is that the majority of methods do not allow to determine the performance of each separate element of the infrastructural support system and do not take into account the degree of satisfaction of the entrepreneurs themselves with the support they receive. The authors have proposed a method for complex assessment of the performance of the infrastructural support system enabling to monitor its performance on different development stages in different regions based on the following criteria: economic effect, social effect, the degree of satisfaction of entrepreneurs with the infrastructural support system, innovative activities of small- and large-sized enterprises. For each of these criteria, a system of indices has been developed. These indices characterize the state of the infrastructural support system. The provisions and conclusions of this article may be of interest for the professionals engaged in managing of functioning and development of the infrastructural support system of small- and medium-sized business in the region. They may also be used in scholarly and pedagogical activities.
