Development of methods for the program-oriented and goal-oriented approach to regulation of local social and economic systems

Abstract:
Presentation of the potential for development of the local territory as points of governmental (municipal) programs composed in a certain manner allows to consider it as the target level of the potential for a certain period (the lifetime of a program). Methodical tools of qualitative evaluation of the potential for development of the local territory is used. It allows to adjust (to optimize) volumes of financing for the next stage of the program, while orienting to the potential opportunities of the territory, as well as to the realization of interests of the population, business and governmental authorities. Different scenarios are developed (taking into account the “set” of relevant program indicators) for the process of regulation of the development potential via optimization of the potential's components that represent interests of different stakeholders' groups [As E. Freeman interprets it, “the interested party, individuals, groups and communities that are not indifferent to the result of the company's activity” [2, p. 109]]. The matrix of correspondence of individual and group interests of the government, business and the population to optimal components of the development potential is completed.
