Methodological approaches to the creation of cluster development strategy

Clusters are complex economic structures; therefore, the basis for their stimulation is the strategic approach. The main goal of the research is the generalization of the Russian practice of the strategic cluster management and revealing of the scientific justification level of the decision-making, as well as determination of the methodological approaches to the creation of the cluster development strategy. The analysis has demonstrated that typical mistakes in methodology of cluster development strategy are the “mechanical” (literal) use of methods and instruments of the strategic development of a regional economy or an individual enterprise economy, as well as the situations when cluster development strategy is replaced with a cluster formation strategy. The content and structure of cluster development strategy can be determined on the basis of the new classification of the economic systems according to the criteria of space and time restrictions (project, process, environmental and object strategy of a cluster). The requirements to the content and structure of cluster development strategy change in concordance with the change of cluster lifecycle stage. In this connection the importance of management of common cluster projects, cooperation (cluster connections) and the development of social capital of the cluster increases dramatically. The strategies of cluster enterprises (including their functional strategies) are the basis for the object strategy of a cluster. Besides, the strategic alignment at three levels is necessary for the cluster: cluster strategy, strategy of the cluster enterprises and strategies of social and economic development of the region.
