Технологическое предпринимательство: сдерживающие факторы и условия развития

Аннотация:
В статье представлено содержание понятия «технологическое предпринимательство», его инвестиционно-проектный аспект. Проведена оценка технологического развития отраслей экономики России по ключевым показателям, косвенно характеризующим уровень развития технологического предпринимательства в стране. Выявлено отсутствие благоприятных тенденций для ускоренного технологического развития экономики в ближайшем будущем. На основе анализа действующих программных документов и нормативно-правовой базы инновационного предпринимательства, экспертных оценок и практического опыта сформулированы основные проблемы (сдерживающие факторы) развития технологического предпринимательства и определены условия, необходимые для их решения.

Technological entrepreneurship: constraining factors and the development conditions

Abstract:
The article presents the content of notion “technological entrepreneurship”, its investment-project aspect. The evaluation of the technological development of the branches of Russian economy according to the key indices that indirectly characterize the development level of technological entrepreneurship in the country has been performed. The absence of beneficial tendencies for the accelerated technological development of the economy in the nearest future has been identified. Based on the analysis of the existing program documents and regulatory framework for innovation entrepreneurship, expert evaluations and practical experience, the author has formulated the main problems (constraining factors) of the development of technological entrepreneurship and determined the conditions necessary for the solution thereof.
