Positive and negative externalities of digital development and the realization of the region's digital potential in the social sphere

Abstract:
Modern programs of regional digital development do not take into account many negative effects of digitalization of the economy and social sphere; and there is a lack of scientific approaches to study these effects, especially in different time periods. The positive effects of digitalization are mostly noted by the authorities in strategic development documents and by the scientific community in publications. However, their list remains incomplete. The research purpose was to create a methodological basis for studying the externalities (effects) of digital development and the realization of the digital potential of the region in the social sphere, differentiating them in terms of their impact on the quality of life of the population, in order to create adaptive mechanisms for the strategic development of the region in the digital sphere. The concepts of "externalities of the digital development of the social sphere" and "externalities of the realization of the digital potential in the social sphere" are proposed to denote the effects of digitalization on the quality of life in the current and future periods, maintaining the observed trends. A list of positive and negative externalities of digital development and realization of the region's digital potential in the social sphere has been formed. The current state of research on the effects of digitalization of the social sphere was studied; gaps in its analysis were identified; and mechanisms for the formation of adaptive programs to compensate for the negative externalities of digital development and digital potential in the social sphere, including through the formation of scenario maps of digital development, were described. The results of the study can be used by national and regional authorities to plan strategies for digital development of regions.
