Abstract:
The management of the processes of cultural heritage preservation is one of the priority tasks of the public authorities of the Russian Federation, the constituent territories of the Russian Federation and local self-government. The need to improve the effectiveness of public services stimulates the development of mechanisms and tools for their evaluation. Given the imperfection of the legislative framework on the issue of evaluating the effectiveness of public authorities engaged in cultural heritage preservation, it is necessary to develop a methodology for evaluation and self-evaluation of the management system, which provides for the analysis of the areas that are most important for the preservation of cultural heritage sites. The article examines the approaches and practices of a number of foreign countries and Russia to assess the effectiveness of preserving cultural heritage, identifies the main areas requiring improvement of management processes, and develops a concept for evaluating management effectiveness and a methodology for evaluating effectiveness. Open data from Moscow was used to test the methodology.
