The potential of cultural heritage for modern city development

Abstract:
The cultural heritage of a modern city is not only a part of its history and a means of satisfying the artistic needs of society, but also an important economic resource for the sustainable development of territories (country, city and settlements). Cultural heritage, as a public (meritorious) good preserved by the state, can and should be actively used in the economy of territories. The article presents an analysis of the basic conditions for using the economic potential of cultural heritage. Based on the practice of preservation of cultural heritage in several countries and expert opinions on key conditions and problems of using cultural heritage, the key conditions for unlocking the potential have been identified.
They are: the availability of and compliance with special legislation; sufficient financing of the heritage preservation process from the state budget and with private investment; and the sufficiency, accessibility and relevance of information about cultural heritage sites and the availability of channels for interaction between all stakeholders, as well as their involvement in assessing the potential of cultural heritage sites and making decisions about their adaptive reuse.
