Public management of mesosystems: management of regional transport clusters

Abstract:
At the present stage of economic development it is necessary to solve a double task. It is necessary to create an infrastructural basis for the transformation of the production subsystem of the economy in the conditions of the actual lack of available funds from private business and a significant level of budget burden on the state, when the available budget funds are redirected to solve current national security tasks. However, in addition to the current tasks of national security, it is necessary to solve the tasks of ensuring economic development and economic security.
This is expressed in the creation of a system of transport and logistics support for the redirection of commodity flows from the West to the East, as well as transport support for the development of the northern territories, in particular, the creation of new mining companies, and as a separate direction, the formation of multimodal logistics complexes serving the extraction of minerals on the shelf of the northern seas.
The authors propose the creation of a system of transport and logistics clusters in the peripheral regions on the basis of public-private partnership. At the same time, it is noted that the development of the production potential of peripheral territories, carried out on the basis of indicative and directive planning, based on market methods of stimulating development, but with direct government participation in the initiation of programs for the development of productive forces of territories, which in turn requires a significant change in the entire spatial policy, including its transport component, which can and should be an instrument to form a system of transport and logistics clusters in the regions.
The purpose of the research was to analyze the possibilities of increasing the transport accessibility of peripheral territories based on the formation of a system of transport and logistics clusters.
The article may be of interest to specialists in regional and transport planning, students, undergraduates and postgraduates in the fields of economics, management and transport.
