Public spatial policy and ideology: a conceptual model of Russian spatial development

Abstract:
Due to the peculiarities of the federal structure, as well as the integration of new territories, the issue of developing the foundations of a new spatial policy and economic development model for the Russian Federation, which could be used to ensure the development of peripheral (including depressed) regions in the face of external risks and constraints, is more urgent than ever. The article examines the problem of hyper-concentration of production, capital and population in the leading regions of the country, which leads to depressive trends in remote and sparsely populated areas. The authors propose a conceptual model of spatial development based on such tools and growth drivers as import substitution, clustering and optimization of logistics costs. The formation of a national innovation system is considered the basis for spatial development. The goal set for the development of the economic space of the Russian Federation, which follows from the dominant model of socio-economic development based on a certain civic ideology, is considered to be the superstructure. The proposed model can become the basis of an effective strategy for Russia’s spatial development, aimed at the elimination of territorial imbalances, ensuring sustainable economic growth and the development of peripheral regions. The article is addressed to specialists involved in the development and implementation of public spatial policy, as well as to economists studying the problems of the development of the national economy.
