Abstract:
The article considers the issue of creating a reference, ideal portrait of the personnel service as a key issue on the way to improving the personnel work of government bodies. The research is based on a survey on the assessment of professional competencies of civil servants of federal and regional authorities using the 180° method, as well as an analysis of regulatory and methodological documents in the field of evaluation of civil servants. Based on the results of the study, an approach to the development of a model of competencies of personnel services employees is proposed. The approach can be used in the selection, evaluation, professional development, as well as in the conduct of professional competitions for personnel services specialists in the public and municipal administration. Taking into account the specifics of the position of managers and employees of personnel management, the required list and the level of professional competencies in personnel management have been determined. The approaches discussed in the article are of interest to employees of personnel services of state bodies, including those regulating issues of state and municipal service management, representatives of educational organizations and all specialists whose professional field is related to personnel management activities. The study was conducted as part of the Government (Public) R&D Contract of the Federal State Budgetary Institution “All-Russian Scientific Research Institute of Labor” of the Ministry of Labour and Social Protection of the Russian Federation on the topic \"Scientific support and expert methodological support for the introduction of a standardized personnel cycle and evaluation of the effectiveness of personnel work in government agencies in the context of digitalization.\"
