Abstract:
In the modern world, the management of human resources development in the civil service plays a key role in ensuring the effectiveness of public administration and achieving the strategic development goals of the country as a whole. Civil servants are the main resource of public administration, and their competencies and motivation have a direct impact on the quality of public services provided. The innovative paradigm of public administration involves the constant updating of management techniques and structures and the introduction of modern technology and approaches to public administration. In a rapidly changing socio-economic environment and technological progress, civil servants must constantly improve their management skills and raise the level of their professional competencies. Only continuous training and development of employees of strategically important departments of public administration apparatus will allow the state to effectively meet the challenges of the time, improve the quality of public services provided and ensure the sustainable development of the state. The article highlights the factors influencing the development of managerial talent in the public service. The main innovative paradigms of managerial talent development in public administration are systematized. The article may be of interest for specialists in public administration and local self-governance, for employees of recruitment services, as well as for everyone interested in the problems of human resources development.
