Generalized assessment of the efficiency of using the land fund of municipalities in the Astrakhan region

Abstract:
In farming, land use has become the main source of income for the villagers. The state of the land fund of the territories of the Astrakhan region and the high share of unused land remains an urgent problem at present.
For the first time, studies were conducted to develop methodological tools for an integrated assessment of entrepreneurial potential, which allowed again to conduct a generalized assessment of the potential of the northern regions of the Astrakhan region. Studies were conducted on the territory of the municipalities such as left-bank territories "Akhtubinsky district" and "Kharabalinsky district", right-bank territories “Chernoyarsky district” and “Enotaevsky district”.
For the first time the authors conducted a comprehensive scientific assessment of the entrepreneurial potential of the right-bank and left-bank districts of the region, which differ significantly from each other in economic and production potential. As a result of the study, the multilevel approach was used for the first time. The state of the object under study was evaluated. The analytical assessment of the entrepreneurial potential of the northern districts of the region was carried out. It was found that pastures account for a large share of agricultural land.
At present, a general assessment of the northern districts of the Astrakhan region indicates that they differ significantly, both from the regional average and between them. According to the structure of the land fund, three districts (Enotaevsky, Kharabalinsky and Cher-Novarsky) gravitate towards the agrarian type of management, and Akhtubinsky - towards the industrial-industrial type. A characteristic feature of these territories today is a high proportion of unused agricultural land. The largest share of unused agricultural land occurs in Enotaevsky, Kharabalinsky and Akhtubinsky districts. Based on the results of the studies and the rating of local authorities of municipalities of the Astrakhan region, it can be assumed that the land use of the northern districts of the region has not undergone significant changes, and the Enotaevsky and Chernoyarsk districts continue to be part of municipalities-outsiders. This article will be of interest to agricultural workers, heads of peasant (farmer) households, small and medium enterprises, graduate students, students and teachers of agricultural and economic colleges, universities.
