Abstract:
Characteristic features of Russian economic space are heterogeneous and uneven development of regions. Evolutionary process requires the transition to a new concept of polarized development, which replaces the earlier leveling policy. Programs of regional development and regional anti-crisis plans may become the tools of the new policy.
