Abstract:
The article presents the results of a study of the practice of public-private partnership (PPP) in the form of concession agreements (CC) in the housing and communal services (housing and communal services), on the example of small municipalities. The concession agreement is considered as a promising and the most optimal form of PPP, which allows to ensure the development of priority areas of reform in the housing sector in compliance with the state interests and risk reduction. The positive and negative aspects of the use of these contracts are analyzed. The identified economic and legal shortcomings open up opportunities for building effective economic models and determining the criteria for the selection of investment projects for the modernization of the infrastructure of the housing and communal complex. In the development of measures for the modernization of public infrastructure methods of economic-statistical and comparative analysis, as well as methods of program-target approach, were used. Based on the identified features and problems of CC implementation in the Novosibirsk region, recommendations for improving the CC mechanism and the algorithm of their implementation in the housing and communal services system for small municipalities, contributing to the formation of competitive markets in the industry and attracting local investors, are given. This direction will contribute to the improvement of technical and economic indicators of objects, a significant improvement in the quality of services, efficiency and economical use of available resources for the development and modernization of housing and communal services.
