Abstract:
In the article the research approach allowing to focus attention on institutional effects, to show an active role of the state in formation of social and economic tendencies of long-term development of territories is formed. The priorities of state budget financing and support of high-tech sectors of the economy with high-tech products, infrastructure areas that provide accelerated development of the structure of the economy of the Russian Federation are shown. The features of the system approach in the field of budget model of financing of the state target programs are defined. Interrelations between innovative-technological and social-economic development of territories of the country are revealed. Contradictions arising in the budgetary relations between subjects as a result of implementation of program-target management through policy of social and economic alignment of territories and adjustment of institutional effects are shown. The results of the study can be used to assess the effectiveness of state budget support for high-tech sectors that are the driver of the economy, infrastructure modernization and socio-economic development of territories, convergence of innovation and technological development of the Russian Federation.
