Abstract:
Purpose: theoretical and legal research and analysis of the concept of the essence of continuous professional development of workers and its types. Materials and methods: in this article, applied methods such as analysis and synthesis, systematization and comparison. The analytical and informational materials obtained during the preparation of this article are summarized and structured in accordance with the general requirements for the development of scientific and methodological foundations on the topic of the article. Results: the article reveals the role of concepts and technologies of activity-based vocational training of personnel of enterprises, as well as justifies the level of readiness for independent cognitive and professional activity in new working conditions. The structural and logical components of the program-methodical support of in-house personnel training are determined. A scheme for the formation of a system of staff development and development has been developed. Conclusions: the system of staff development includes: professional staff training; certification of personnel, which, according to the classification of occupations, belongs to the relevant professional and job categories; personnel certification; formation of a reserve of heads of enterprises, institutions and organizations. General requirements that are put forward to the software and methodological support for the internal management of personnel education: relationship with the objectives of the organization, which involves the solution of specific business problems in the framework of the overall strategic objectives; thoughtful selection of the target audience; orientation to maximum efficiency, which implies a minimum of effort expended to obtain the maximum result; focus on a specific result, which must be clearly stated and measured; formation of training content taking into account the ratio of conceptual knowledge, special skills and interpersonal skills in accordance with the level of staff; the use of innovative methods and forms of work with staff; taking into account the interests, opportunities, desires, needs, individual characteristics of each of the employees.
Thus, the system of staff development and development is closely interconnected with the processes of recruitment, rotation and planning of working career. The interconnection and complementarity of these processes will allow optimizing measures, increasing labor productivity, level of professional training and at the same time avoiding such a negative phenomenon as staff turnover.
