Abstract:
Purpose: research of economic problems of reconstruction and restoration of fixed assets of housing and communal services. Housing and communal services are a sphere that is under the constant control of Russian civil society. Increasing the competitiveness of the housing and utilities sector is one of the most pressing issues for modern Russia, since the main factor characterizing the competitiveness of products is its quality, and the quality of services provided by utilities is not only the satisfaction of consumers’ needs, but also their safety. At present, it is possible to observe the influence of the housing and communal services sector on the country’s economy, which means that there is a need to reconstruct and restore the fixed assets of housing and communal services organizations and to increase the competitiveness of the industry services. Materials and methods: the study used a broad methodology, including analysis, synthesis, scientific abstraction, official sources, literature review, system approach, comparative analysis, historical, sociological, statistical research methods. Results: the article deals with the economic problems of reconstruction and restoration of fixed assets of housing and communal services of various forms of ownership. The characteristic of the organizational and economic mechanism of housing and communal services management is given. The system of control over the activity of organizations providing housing and communal services is considered. The analysis of the current state of housing and communal services in the Russian Federation on the basis of statistical data is carried out. The directions of innovative development and comprehensive modernization of the housing and utilities sector at the regional level are presented. Conclusions: housing and communal services are a sphere that is under the constant control of Russian civil society. Competition in the sphere of housing and communal services can reduce the payments of the population and improve the quality of services. However, in practice, most management companies are simply intermediaries between management companies and residents. This leads to an inefficient management system and an increase in tariffs for housing and communal services, in view of the above, we can say that the need for a revision of the entire housing and utilities paradigm has become urgent.
