Аннотация:
В данной статье рассмотрены основные направления стратегического развития АПК, исследованы принципы формирования системы информационного обеспечения на примере аграрного сектора экономики, выявлены причины замедления инновационного развития АПК в России, уточнены особенности использования ИТ в АПК. Целью статьи является рассмотрение устойчивого социально-экономического развития АПК в условиях вступления России в эпоху цифровой экономики. Методологической основой являются диалектический метод научного познания, системный и институциональный подход к построению эффективной информационной базы устойчивого социально-экономического развития АПК. В ходе исследования использовались методы анализа и синтеза, сравнениям и аналогий. В качестве методической базы данной статьи использовались нормативно-правовые документы в области организации в России устойчивого социально-экономического развития АПК. Результаты. Современные информационные технологии помогают повысить эффективность сельскохозяйственного производства. Но, к сожалению, инновации агропромышленного комплекса в России недостаточно развиты. И чтобы достичь эффективности развития необходимо создавать различные программы для повышения квалификации кадров, которые будут продвигать сельскохозяйственные производства вперед, завлекая на предприятия новых специалистов. Выводы / значимость. Ключевой тенденцией развития сельского хозяйства является формирование эффективного человеческого и социального капитала с должным уровнем информационного обеспечения и прозрачности информационных потоков, высокоорганизованной институциональной среды, с минимальным уровнем трансакционных издержек, стоит строить систему направлений и мероприятий развития АПК с соответствующей ориентацией цифровой экономики.

Abstract:
In this article, the main directions of the strategic development of the agroindustrial complex are considered, the principles of the formation of the information support system on the example of the agrarian sector of the economy, the reasons for the slowing of the innovative development of the agroindustrial complex in Russia, the specifics of IT use in the agroindustrial complex are clarified. The purpose of the article is to consider the sustainable socio-economic development of the agroindustrial complex in the context of Russia’s accession to the era of the digital economy. The methodological basis is the dialectical method of scientific cognition, the systemic and institutional approach to building an effective information base for sustainable socio-economic development of the agro-industrial complex. During the research methods of analysis and synthesis, comparisons and analogies were used. As a methodological basis of this article, regulatory legal documents were used in the field of organization of sustainable socio-economic development of the agro-industrial complex in Russia. Results. Modern information technologies help increase the efficiency of agricultural production. But, unfortunately, the innovations of the agro-industrial complex in Russia are not sufficiently developed. And in order to achieve the effectiveness of development, it is necessary to create various programs for the development of professional skills that will advance agricultural production forward, attracting new specialists to the enterprises. Conclusions / significance. The key trend in the development of agriculture is the formation of effective human and social capital with a proper level of information support and transparency of information flows, a highly organized institutional environment, with a minimum level of transaction costs, it is worthwhile to build a system of directions and measures for the development of the agroindustrial complex with the corresponding orientation of the digital economy.
