Abstract:
The article deals with the structure of the AIC; distribution of public administration functions at the federal, regional and municipal levels of government; the characteristic of methodical methods and methods of forecasting is given; the prerequisites for the development of an effective mechanism of state support for the agrarian sector of the economy are presented. The purpose of the work is to review the planning and management of the agro-industrial complex, enterprises and branches of the agro-industrial complex. Methodology. In the article, in the methodological aspect, modern theories of market economy, development and regulation were used; methods of structural and functional analysis and systems approach, groupings, graphical and tabular methods, a system of economic laws and scientific assumptions. Results. When managing the agroindustrial complex from the position of system analysis, it becomes possible to envisage positive and negative consequences of elements of uncertainty and risk, multivariance and choice of alternatives, structural adjustment in management, adaptation and maneuverability. Such an opportunity is provided by economic-mathematical models and methods of stochastic programming, game theory using random variables. Stochasticity accounting in management theory and practice allows for more meaningful use of situational decision-making approaches, feedback and operational management. Conclusions / significance. Thus, the prerequisites for the formation of an effective mechanism for state support of the agrarian sector of the economy should be considered as an integral part of the system, which also consists of the strategic goal of modern agrarian policy and the specifics of its formation.
