Abstract:
This article is devoted to the intentions and goals of the state in the implementation of professional standards. The authors propose to consider several main motives of the state, contributing to the introduction of another administrative method of regulation in the field of social and labor relations. First of all, it is the desire to link the skills of staff and the quality of goods and services, which in turn generates the so-called "institutional trap". In addition, we are talking about the incompleteness of the transition from paternalistic to liberal-market paradigm of social and labor relations. In particular, the main factors of influence on the relationship of such categories as "employee qualification" and "remuneration", as well as the fundamental difference in management styles inherent in two different paradigms, namely: administration and management. Another aspect that forces the state to introduce a professional standard is the problem of social justice in the field of remuneration, which the authors reveal in their article, including referring to international experience.
