The contents of the functions of state housing policy in the Republic of Belarus

Abstract:
State intervention in the housing sphere is necessary to some extent in any country in any economic order. At the same time, the question remains open, which aspects of the housing sector need state intervention. The aim of this work was the formation of the most complete system of functions of the state housing policy, and identifying their content. Various authors take different views of functions, tools and activities of the housing policy, while none of them leads to the classification of signs by which they are grouped. In addition, all authors use different set of functions, tools and activities in the housing sector. There are also publications where authors consider only one or several functions without their classification. Thus, the analysis of literature on the topic of the study, the study of world and domestic experience, as well as the author's own research, made it possible for the first time to propose an author's approach to the formation of a more harmonious system of functions of the state housing policy, that’s based on such a classification feature as the specifics of the objects of state influence. There are the full list of functions of the state housing policy in the article, which consists of economic, legal, social, managerial-financial, ecological, technical, security and information functions. The results of the study can be used by the government to make management decisions in the field of housing policy.
