Mechanisms of industrial policy affecting the import substitution and innovative enterprise strategy

Abstract:
The article considers the system capabilities of interactions between different industrial enterprises in order to implement industrial policy of import substitution. During the analysis of legislative requirements and previous scientific studies we identified the opportunities to improve the efficiency in economics and in management of investment activity of enterprises. We propose the intersectoral system, which includes three mechanisms of cooperation between equipment manufacturers, consumers and investors. Technical and economic analysis serves as a binding mechanism in the system of partnership. On the basis of the economic interest of the partners we prepared proposals for the establishment and rules of functioning of the intersectoral working groups.
