Abstract:
The elimination of emergency housing and the resettlement of people is a nationwide problem in Russia; it is solved today with varying degrees of success in different regions. For several years in the Republic of Karelia the implementation of the program of resettlement of people out of emergency housing goes with a considerable lag. This study is an attempt to systematize and analyze the reasons for the lag in the implementation of the program on the territory of the Republic of Karelia in order to identify opportunities for its successful completion. Particular attention is paid to the adequacy of funding and, as a result, to the attraction of bona fide contractors. A comparative analysis of the financing of relevant regional targeted programs in the Republic of Karelia, Kaliningrad and Novgorod regions has been carried out. The complexity of the program execution in the Republic of Karelia in fixed dates has been indicated. The authors propose the revising of applicable methods of resettlement in favor of the purchase of finished housing in the primary and secondary markets as a possible way of solving the problem. It seems that the results of the study may be useful for further study of the issues of resettlement from emergency housing in the Republic of Karelia. The conclusions and proposals of the authors can be used on the final stage of implementation of the current program as well as to be taken into account in future in order of effective solvation of the problem of resettlement from emergency housing within the framework of new programs. The work has been performed within the framework of the package of measures of the Petrozavodsk State University Strategic Development Program for 2012-2016.
