Abstract:
The goal of the state policy in the sphere of construction development (including the innovational one) is the formation of a safe and convenient environment secured by high living standards, efficient financial and economic, technical, organizational and legal mechanisms within the frames of improvement of socioeconomic development, national security and spatial development of the Russian Federation. The author has formulated the basic provisions of the system of urban planning regulation, substantiated the necessity to improve its structural organization, pointed out the key factors, conditions and prospects of the construction sphere development with account of experience obtained during realization of large national projects.
