Abstract:
The book deals with the issues of using the systems approach to state and municipal administration. The state and regions are analyzed as complex multilevel systems. The author gives the definition and characteristics of the Russian resource and financial system. The monograph also presents approaches to separation of administrative functions according to management levels and establishment of governmental powers based on the state’s functions as manifestation of its social and political nature. Given the importance of resource provision for expenditure powers, the author proposes some approaches to modernization of the authority distribution system. In addition, the author studied the theoretical framework of effective organizational structure design for federal government and using this framework she developed approaches to building the system of indicators of quality and performance assessment of public authorities according to final results based on the KPI model. The monograph is intended for experts in the sphere of state and municipal administration, as well as for scholars, postgraduates, and students who study the public administration system of Russia.
