Abstract:
The monograph is devoted to the substantive, procedural and organizational aspects of police work to ensure the application of administrative sanctions for non-payment of an administrative fine within the period prescribed by law (Part. 1, Art. 20.25, Administrative Code). The work aims to identify and reveal the problems occurring in this area, and to offer evidence-based solutions. The first chapter provides a retrospective and comparative analysis of the legal regulation of liability for non-payment of an administrative fine within the period prescribed by law, revealed the concept and foundation of administrative responsibility for non-payment of an administrative fine within the period prescribed by law, it analyzes the composition of an administrative offense under Part 1 of Article 20.25 of the Administrative Code. The second chapter covers the various aspects of police activity related to the process of application by judges of part. 1 article 20.25 of the Administrative Code. The subjects of the research are both legal and organizational-tactical elements of policing at various stages of the process. The contents reflect the state of legislation, law enforcement practices, achieve administrative and legal science. The paper identifies the problems hampering the use of part 1, art. 20.25 of the Administrative Code or significantly reduce its ultimate efficiency, and formulate proposals for their solution.
