Abstract:
The article examines the implementation of participatory budgeting in Russia as a promising approach to fostering civic engagement and increasing trust in public authorities. The article aims to explore the development of participatory budgeting in Russia, identify key stages of this process, and assess the dynamics and funding of projects implemented within this framework. The study examines scholarly works on the development of participatory budgeting both in Russia and abroad. Key areas of participatory budgeting implementation in various countries are highlighted. The author's periodization of key stages in the development of Russian participatory budgeting is presented. On the example of the Ural Federal District, the development of regional and municipal practices in implementing participatory budgeting projects is assessed. The study demonstrates that in recent years, the participatory budgeting mechanism has been actively implemented and expanded to all levels of government, allowing it to become a key mechanism for public participation in the initiation and implementation of projects aimed at the effective development of municipalities and regions.
