Аннотация:
В статье проанализированы последствия санкционных ограничений и международной изоляции для системы адаптивного спорта и адаптивной физической культуры в России. Систематизированы основные каналы воздействия санкций – институциональный, соревновательный, технологический, финансовый, кадровый и имиджевый – и показано, как каждый из них оказал значимое влияние на уже существовавшие структурные проблемы отрасли: хронический кадровый дефицит, недоступность инфраструктуры, зависимость от импортного оборудования и неустойчивое финансирование. Рассмотрены последствия ограничений для мотивации спортсменов, квалификационного роста, технологического обновления и международного имиджа российского адаптивного спорта. Описана реакция российских институтов: импортозамещение, развитие отечественного производства технических средств реабилитации и спортивного инвентаря, создание национальных стандартов, укрепление внутренней системы подготовки кадров. Особое внимание уделено региональной дифференциации уязвимости и рискам для взаимосвязи массового спорта и спорта высших достижений в регионах с разной бюджетной обеспеченностью. Сделан вывод о том, что санкции не создали исходные структурные недостатки, но существенно повысили уровень институциональных, кадровых и технологических рисков функционирования системы адаптивного спорта; одновременно отмечен потенциал санкционной изоляции как катализатора институциональных преобразований и поиска новых международных партнёрств. Предложены направления учёта международного опыта при подготовке разрабатываемой Концепции развития адаптивного спорта и адаптивной физической культуры до 2036 года.

Abstract:
The article analyzes the consequences of sanctions restrictions and international isolation for the system of adaptive sports and adaptive physical culture in Russia. The article systematizes the main channels of impact of sanctions, such as institutional, competitive, technological, financial, personnel and image. It is shown how each of these channels have had a significant impact on the already existing structural problems of the industry: chronic shortage of personnel, unavailability of infrastructure, dependence on imported equipment and unstable financing. The effects of restrictions on athletes' motivation, qualification growth, technological renewal and the international image of Russian adaptive sports are considered. The article describes the reaction of Russian institutions: import substitution, the development of domestic production of rehabilitation equipment and sports equipment, the creation of national standards, and the strengthening of the internal training system. Special attention is paid to the regional differentiation of vulnerability and risks for the interrelation of mass sports and high-performance sports in regions with different budget levels. It is concluded that the sanctions did not create the initial structural deficiencies, but they significantly increased the level of institutional, personnel and technological risks of the adaptive sports system; at the same time, the potential of sanctions isolation as a catalyst for institutional transformation and the search for new international partnerships was noted. The directions of taking into account international experience in the preparation of the developed Concept for the development of adaptive sports and adaptive physical culture until 2036 are proposed.
