Современные проблемы оценки продовольственной безопасности в России

Аннотация:
В статье рассматриваются современные подходы к оценке продовольственной безопасности в России и выявляются ограничения действующей системы мониторинга. Актуальность исследования обусловлена необходимостью повышения устойчивости агропродовольственной системы в условиях внешнеэкономической нестабильности, санкционного давления и технологической зависимости. В работе проведен сравнительный анализ отечественных и зарубежных подходов к пониманию продовольственной безопасности, а также исследованы нормативные и исследовательские модели ее оценки. Особое внимание уделено предикторам продовольственной безопасности, позволяющим выявлять риски до их проявления в итоговых показателях. Автором предложено дополнить существующую систему мониторинга опережающими индикаторами, связанными с агроклиматическими, социально-экономическими и производственно-технологическими факторами. В исследовании отражено, что продовольственная безопасность в российском контексте выступает важным элементом национальной безопасности и тесно связана с вопросами технологического суверенитета и внешнеэкономической зависимости агропромышленного комплекса. Сделан вывод о необходимости расширения системы мониторинга за счет учета производственно-технологической устойчивости и раннего выявления потенциальных угроз.

Abstract:
The article examines modern approaches to assessing food security in Russia and identifies the limitations of the current monitoring system.
Nowadays there is the need to increase the sustainability of the agro-food system amidst external economic instability, sanctions pressure and technological dependence. The article provides a comparative analysis of domestic and foreign approaches to understanding food security, as well as examines regulatory and research models for its assessment. Special attention is paid to predictors of food security, which make it possible to identify risks before they appear in the final indicators. The author suggests supplementing the existing monitoring system with advanced indicators related to agro-climatic, socio-economic, and production-technological factors. The study reflects that food security in Russia is an important element of national security and it is closely linked to issues of technological sovereignty and foreign economic dependence of the agro-industrial complex. It is concluded that it is necessary to expand the monitoring system by taking into account production and technological stability and early detection of potential threats.
