Статистическая оценка взаимосвязи показателей результативности инновационной политики университетов и их рейтинговых позиций

Аннотация:
Российские университеты являются ключевыми драйверами инновационного развития и региональной экономики, формируя вокруг себя инновационные экосистемы. Однако развитие таких экосистем характеризуется межрегиональной неоднородностью. Целью исследования является выявление взаимосвязей между показателями развития университетских экосистем и позициями университетов во внешних рейтингах с учетом региональной специфики России. Эмпирическую базу исследования составили данные 120 университетов, которые участвовали в программе «Приоритет 2030». Для анализа использовались 28 показателей, включающих общие функциональные характеристики деятельности университетов и сквозные экосистемные показатели. Далее изучались связи между этими показателями и позициями вузов в четырех рейтингах: hh.ru, RAEX, Webometrics, Brand Analytics. Результаты показали, что позиции университетов в различных рейтингах согласованы частично. Университеты Москвы и Санкт-Петербурга демонстрируют более высокие значения по ряду показателей, однако цифровые показатели имеют меньшую территориальную дифференциацию. Было установлено, что наиболее выраженные взаимосвязи с позициями университетов в рейтингах характерны для показателей, отражающих сквозные экосистемные процессы. Это позволяет рассматривать экосистемные показатели как более информативные при анализе результативности инновационной политики университетов

Statistical assessment of the relationship between the performance indicators of universities' innovation policy and their ranking positions

Abstract:
Russian universities are key drivers of innovative development and the regional economy, forming innovative ecosystems around themselves. However, the development of such ecosystems is characterized by interregional heterogeneity. The article aims to identify the interrelationships between the indicators of the development of university ecosystems and the positions of universities in external rankings, taking into account Russia's regional specifics.
The empirical base of the study was made up of data from 120 universities that participated in the Priority 2030 program. For the analysis, 28 indicators were used, including the general functional characteristics of university activities and cross-cutting ecosystem indicators. Next, the relationships between these indicators and the positions of universities in four rankings (hh.ru , RAEX, Webometrics, and Brand Analytics) were studied. The results showed that the positions of universities in various rankings are partially consistent. Universities in Moscow and St. Petersburg show higher values in a number of indicators, but the digital indicators have less territorial differentiation. It was found that the most pronounced correlations with the positions of universities in the rankings are characteristic of indicators reflecting cross-cutting ecosystem processes. This allows to consider ecosystem indicators as more informative when analyzing the effectiveness of university innovation policy.
