Аннотация:
В настоящее время перед белорусской экономикой стоит сложная задача преодоления финансовых и инвестиционных ограничений развития в целях стимулирования структурно-технологической модернизации. Решение этой задачи требует разработки комплекса мер системного характера, которые учитывали бы глобальные тенденции современного регулирования структурных преобразований в мире и были бы нацелены на восполнение сбоев в национальной системе финансирования роста и инвестиций. В рамках статьи рассматриваются мегатренды государственного регулирования структурно-технологических изменений, которые выступают рамочными условиями для выработки национальной экономической политики, содействующей структурной модернизации экономики и обеспечению ее безопасности в условиях множественных вызовов и ограничений развития. С учетом выявленных тенденций (рост государственного интервенционизма, протекционистский характер реализуемой политики, рост расходов на структурно-технологическую политику, усиление значимости прямых мер поддержки экономики) обосновываются меры макроэкономического регулирования государственных и частных инвестиций в белорусской экономике в целях содействия структурно-технологическим преобразованиям и защиты национальных стратегических интересов

Abstract:
Currently, the Belarusian economy faces the difficult task of overcoming financial and investment constraints on development in order to stimulate structural and technological modernization. The solution to this problem requires the development of a set of systemic measures that would take into account the global trends in modern regulation of structural transformations in the world and would be aimed at making up for failures in the national system of financing growth and investment. The article examines the megatrends of state regulation of structural and technological changes, which serve as a framework for developing national economic policies that promote structural modernization of the economy and ensure its security in the face of multiple challenges and constraints of development. Taking into account the identified trends (the growth of state interventionism, the protectionist nature of the policy being implemented, the increase in spending on structural and technological policy, and the increasing importance of direct measures to support the economy), the article justifies the measures of macroeconomic regulation of public and private investments in the Belarusian economy in order to promote structural and technological transformations and protect national strategic interests.
