Аннотация:
В статье приведен генезис информационной экономической системы и специфические принципы её развития (закон Гилдера, закон Меткалфа и др.), обоснован и формализован механизм получения информационной ренты как источника институциональной власти с учетом роли антропогенного капитала и использования фактора времени; разработан закон нелинейной трансформации информационной ренты, предполагающий объединение показателей контроля над сетевой архитектурой, объёмом и качеством данных, показателей концентрации антропогенного капитала, временных циклов координации и институциональных ограничений как ключевых детерминантов информационного развития; проведена эмпирическая верификация предложенного закона в правовом измерении на основе систематизации нормативных подходов ЕС, США и КНР по ключевым параметрам формирования информационной ренты; разработана методика количественной оценки информационной ренты для крупнейших корпораций информационной экономики, включая ранжирование компаний ИТ-сферы США, ЕС, КНР, России и Беларуси; выработаны рекомендации по изменению нормативно-правового регулирования цифровых платформ ЕАЭС, России и Беларуси

Abstract:
The article presents the genesis of the information economic system and the specific principles of its development (Gilder's law, Metcalfe's law, etc.). The article substantiates and formalizes the mechanism for obtaining information rent as a source of institutional power, taking into account the role of anthropogenic capital and the use of the time factor. The article develops the law of nonlinear transformation of information rent, which involves combining indicators of control over network architecture, volume and the quality of data, indicators of concentration of anthropogenic capital, time cycles of coordination, and institutional constraints as key determinants of information development. The article provides empirical verification of the proposed law in the legal dimension based on the systematization of regulatory approaches of the EU, USA and China on key parameters of information rent formation. The article develops a methodology for quantifying information rent for the largest corporations in the information economy, including the ranking of companies IT spheres of the USA, EU, China, Russia and Belarus. The article suggests recommendations on changing the regulatory framework for digital platforms of the EAEU, Russia and Belarus.
