Аннотация:
В статье рассматриваются вопросы стратегического управления и стратегического анализа агропромышленного комплекса субъекта Российской Федерации на примере Свердловской области. Автором поставлена цель разработать рекомендации по совершенствованию стратегического управления агропромышленным комплексом Свердловской области, направленные на повышение его конкурентоспособности, устойчивости и вклада в социально-экономическое развитие региона. Объектом исследования выступает АПК Свердловской области, а предметом - стратегические факторы и процессы, влияющие на развитие агропромышленного комплекса региона. Учитывая приоритетные направления инвестиционных проектов и результаты анализа состояния АПК за 2022-2024 гг., автор предлагает реализацию двух подстратегий развития АПК Свердловской области, направленных на решение выявленных проблем и достижение устойчивого роста: «Интенсификация и оптимизация сельскохозяйственного производства» и «Развитие переработки и сбыта сельскохозяйственной продукции». Общий объем финансирования реализации скорректированной Стратегии в 2025 году потребует увеличения на 1% за счет областного и федерального бюджетов, а также привлечения внебюджетных инвестиций. Предложенные меры направлены на интенсификацию производства и развитие переработки, что должно способствовать повышению эффективности и конкурентоспособности агропромышленного комплекса региона.

Strategic analysis of the Agro-Industrial Complex of the Sverdlovsk Region

Abstract:
The article considers the issues of strategic management and strategic analysis of the agro-industrial complex of the constituent entity of the Russian Federation on the example of the Sverdlovsk region. In this article, the author has set a goal to develop recommendations for improving the strategic management of the agro-industrial complex of the Sverdlovsk region, aimed at increasing its competitiveness, sustainability and contribution to the socio-economic development of the region. The object of the study is the agro-industrial complex of the Sverdlovsk region, and the subject is strategic factors and processes affecting the development of the agro-industrial complex of the Sverdlovsk region. Taking into account the priority areas of investment projects and the results of the analysis of the state of the agro-industrial complex for 2022-2024, the author proposes the implementation of two sub-strategies for the development of the agro-industrial complex of the Sverdlovsk region aimed at solving the identified problems and achieving sustainable growth: “Intensification and optimization of agricultural production” and “Development of processing and marketing of agricultural products”. The total amount of financing for the implementation of the adjusted Strategy in 2025 will require an increase of 1% at the expense of the regional and federal budgets, as well as the attraction of extra-budgetary investments. The proposed measures are aimed at intensifying production and developing processing, which should contribute to increasing the efficiency and competitiveness of the region’s agro-industrial complex.
