Аннотация:
В статье отмечено, что в развитии сельских и иных территорий, а также государства в целом решающую роль играют факторы не материального, а духовного характера, ибо они имеют первичную природу. Базируясь на мировом опыте, показано, что главной причиной неудовлетворительного состояния экономики и качества жизни основной массы населения в России является недостаточная социальная справедливость. В связи с этим сделан вывод, что ее повышение следует считать стратегическим резервом развития страны. Приведены аргументы, дающие основание полагать, что сам Бог подсказывает представителям власти и бизнеса выгодность для них социальной справедливости. С учётом сказанного эту категорию рекомендуется положить в основу идеологии государственного управления в России. В качестве же национальной идеи предлагается принять идею построения общества социальной справедливости.

Abstract:
The article notes that the decisive role in the development of rural and other territories, as well as the state as a whole, is played by factors of a spiritual rather than material nature, because they have a primary nature. Based on world experience, it is shown that the main reason for the unsatisfactory state of the economy and the quality of life of the majority of the population in Russia is insufficient social justice. In this regard, it is concluded that its increase should be considered a strategic reserve for the development of the country. Arguments are given that give reason to believe that God himself suggests to representatives of government and business the benefits of social justice for them. Considering the above, it is recommended to lay it down as the basis for the ideology of public administration in Russia. It is proposed to adopt the idea of building a society of social justice as a national one.
