Управление конкурентоспособностью в РПЛ: почему жёсткий лимит вреден и что работает вместо него

Аннотация:
В статье рассматривается управленческая эффективность жёсткого лимита на легионеров в Российской Премьер-лиге и проводится сравнение с аналогичными подходами в ведущих футбольных лигах. Переход ограничений в «протокол матча» снижает потенциальную гибкость тренерских решений, увеличивает стоимость «паспортистов» на внутреннем рынке и тормозит постепенное улучшение спортивных результатов и экономических состояний клубов, что изначально было целью таких мер. Ведущие зарубежные лиги делают акцент на ограничениях «до матча» – на уровне заявки, регистрации и допуска по качеству, а не паспорту. Также распространена практика экономических ограничений, которые увеличивают ценность управленческих решений, а не ограничивают вариативность менеджеров. В качестве поиска более удачного варианта ограничений, предлагается альтернатива в виде требования к доле доморощенных футболистов в заявке, отбор по качеству игроков при регистрации иностранных трасферов и перераспределение средств в целевой фонд развития с общественным наблюдением. Данная альтернатива может вернуть более справедливую конкуренцию среди сильнейших, а потенциальные сэкономленные ресурсы будут направлены на подготовку и развитие собственного футбольного капитала

Competitiveness management in the Russian Premier League: why a hard limit is harmful and what works instead

Abstract:
The article examines the managerial effectiveness of the hard limit on foreign players in the Russian Premier League and compares it with similar approaches in the leading football leagues. The transfer of restrictions to the match protocol" reduces the potential flexibility of coaching decisions, increases the cost of passport holders in the domestic market and slows down the gradual improvement of sports results and economic conditions of clubs, which was originally the purpose of such measures. The leading foreign leagues focus on the pre–match restrictions, i.e. entry, registration and admission in terms of quality, rather than passport. There is also a widespread practice of economic constraints that increase the value of management decisions rather than limiting the variability of managers. As a search for a better option for restrictions, an alternative is proposed in the form of a requirement for the proportion of home-grown football players in the entry, selection based on the quality of players when registering foreign traders, and the redistribution of funds to the trust fund for development with public supervision. This alternative can bring back fairer competition among the strongest, and the potential saved resources will be used to train and develop their own football capital.
