Assessment of economic and budgetary efficiency of sporting events

Abstract:
One of the key issues in economic growth and development is to evaluate the effectiveness of money use.
Managers, who have found the answer to this question, are able to transform money into benefits, followed by an increase in the amount of money itself. Investment in physical education and sport is an important part of the state socio-economic policy. The economic efficiency of investment in sports is considered mainly through the mechanisms of public-private partnership in the creation of sports infrastructure facilities, through a social order, or sports mega-events that have a series of results and effects that create a lot of public goods. Another example is smaller sporting events that do not fall within the scope of economic valuation. The resaerch purpose was to describe a methodology for assessing the economic and budgetary effectiveness of sporting events, to consider and describe the direct economic and budgetary effects of sporting events. In the course of this study, methods of modeling, formalization and descriptive analysis were used. The assessment methodology consists of two parts: an assessment of the economic efficiency, expressed in the ratio of the amount of money received from the economy to the budget expenditures for sports events; and an assessment of the budgetary efficiency, expressed in the ratio of the tax revenues to the budget from the economic revenues to the budget expenditures for sports events. Practical calculations on the examples of sports events held in the territory of the Udmurt Republic were made, while social and political aspects were not considered. The results of the calculations of economic and budgetary efficiency can serve as additional criteria for making a decision on holding (or not) a sports event on the territory of a potential host region.
