Abstract:
The multidimensionality of concepts and indicators of sustainable development and social sustainability has prompted the development of indices-complex indicators combining numerous indicators of social conditions and development. However, today there is no social sustainability index that covers the three interrelated components of sustainable development and all the Sustainable Development Goals. This provides a basis for concluding that it is relevant to develop a methodology that allows to bring together the indices of the spatial development in combination with the goals of this development, allowing to predict the most likely trajectory of the regional development, taking into account the managerial influences and institutional characteristics of the territories.
The article identifies the key parameters of social sustainability of the territory in the context of public administration of mesosystems. The authors’ interpretation of the concept of mesocluster is proposed. It is concluded that the territories of large regions should be divided into groups of mesoclusters, while small regions typical of the Central European part of the country can represent a single mesocluster.
