Secondary sanctions: purpose, consequences and challenges

Abstract:
The ongoing sanctions pressure on Russia is increasing due to secondary sanctions against companies and individuals who are partners of Russian business. The article reveals the stages and the main purpose of secondary sanctions and examines the potential consequences and challenges for the Russian economy. It is shown that the development of the policy of secondary sanctions took place in four stages and is associated with the need to increase the effectiveness of sanctions pressure by expanding the scope of influence and increasing the role of sanctions pressure for potential and existing business partners. The purpose of secondary sanctions is to refuse to cooperate with partners from the target country. The study shows that the United States, as the main initiator of sanctions against Russia, has generally completed work on clarifying the product groups for which restrictions and bans have been established. Further actions will be related to strengthening control over cooperation with Russian companies, especially in the field of technological products and financial settlements. The article presents recommendations for strengthening the counteraction to the pressure of secondary sanctions.
