Managing the processes of cultural heritage preservation

Abstract:
The article presents an analysis of approaches to managing the processes of cultural heritage preservation. The need for improvement of management is connected with a high degree of state responsibility for preservation of national values for a deeper understanding of the country's history, preservation of its identity and creation of conditions for education and creative development of people. The material contains an analysis of such approaches as the protection of the most historically significant or typical cultural heritage sites, reflected in the World Heritage Convention (1972); preservation of cultural heritage sites as a resource ensuring sustainable development of countries; a traditional approach based on the principles of history preservation, the significance of which is determined by experts; a value-based approach, which makes it possible to determine the significance of an object not only on the basis of an expert opinion, but with the participation of all interested parties, and to expand the possibilities of adapting cultural heritage sites to include them in the economic turnover; a project approach, which makes it possible to monitor the condition of cultural heritage sites and the quality of work on their preservation with control of financial costs. Each of the approaches has found its application in the management of cultural heritage sites. However, it has its limitations and prospects of application, which are discussed in the article.
