Abstract:
The article presents the problem of staff shortages in higher education. The competency approach is described as a mechanism for effective personnel management. The possibilities of using a competency-based approach in working with university staff are presented. The stages of development of a model of corporate competencies in an educational organization are shown in detail on the example of the Federal State Budgetary Educational Institution of Higher Education Far Eastern State University of Railway Engineering. In the article, the author presents the development of the method of formation of the personnel reserve in the university on the basis of the model of corporate competencies. The algorithm of formation of the personnel reserve of the higher educational institution on the basis of the competencies included in the model of corporate competencies of an educational organization is described. The expediency of the introduction of the competency-based approach to higher education management is proved. The article can be useful for the management of educational institutions, specialists in personnel services, as well as a teaching material for the training of specialists in personnel management.
